Lakini licha ya kukumbatia itikadi yenye kuwarudisha wanyonge utumwani, soko la siasa limekuwa likizalisha masiha takribani kila uchaguzi mkuu. Ni uchaguzi wa mwaka 2000 pekee ndio haukua na masiha. Mwaka 1995 alikuwa Mrema, 2005 Kikwete na 2010 Slaa. Kila mara masiha hawa wamefanikiwa kununua hisia na matumaini ya wanyonge. Lakini je, masiha hawa walikuwa mfumo mbadala wenye kurejesha matumaini kwa wanyonge? Je, na sisi wanazuoni, wajibu wetu ni nini juu ya kuibuka na kushuka kwa masiha?
Mwl. Lwaitama anasema tusipuuze umuhimu wa masiha. Wao ni alama tu, ambayo kwayo wanyonge watajiletea ukombozi. Historia inamtetea Mwl. Lwaitama. Tangu Toussaint L’Ouverture hata Kinjekitile wanyonge wameweza kupambana dhidi ya ubeberu kwa kutiwa shime na masiha.
Lakini historia hiyo hiyo, ikisaidiwa na mantiki, vinaweza kumkosoa Mwl. Lwaitama: Katika harakati za uhuru miaka ya 50 na 60 Afrika pia ilizalisha masiha. Karibu kila nchi ilikuwa na masiha. Wanyonge walikuwa nyuma yao na kupambana pamoja nao. Ukoloni ukaondoka. Je, masiha kama Kenyatta na Banda walijenga mifumo ya aina gani baada ya ukoloni?
Hata waliojaribu kujenga mifumo mbadala kama Nyerere bado walikuwa na mapungufu makubwa kiitikadi. Ubeberu ni mradi wa kiuchumi, wao waliushambulia kisiasa. Licha ya kujaribu kujenga ujamaa kwa namna walivyoona inafaa, hawakujikita sana katika kuziondoa nchi zao katika mfumo wa kibepari wa kimataifa, wala kujenga uchumi wa kitaifa (national economy).
Hilo mosi, pili ni kwamba ipo haja ya kutofautisha mazingira yaliyowatengeneza masiha waliopambana na ubeberu katika sura ya ukoloni na hawa wa sasa wanaoibuliwa na soko holela la siasa. Ubeberu katika sura ya biashara ya utumwa na ukoloni ulikuwa ni wa moja kwa moja, na ulikuwa na mawakala wenyeji wachache. Ukatili wake ulikuwa ni dhahiri na haikuwa kazi ya masiha kuhubiri juu ya ukatili huo. Hivyo, Ilikuwa ni rahisi sana kusema: Mzungu akiondoka mambo yatakuwa sawa. Haikuwalazimu sana masiha wa wakati ule kutaja mifumo mbadala watakayoijenga ili kuleta uhuru wa kweli.
Je, hivi sasa tukiambiwa mtu fulani [ma’ke masiha wa kitanzania huwa maarufu kuliko vyama vyao] akiingia madarakani ndio mwisho wa matatizo nasi tukubali tu bila kuhoji? Tena masiha wenyewe ni wa ‘kutengenezwa’ (‘artificial’): kupanda kwake kunategemea umoja katika mtandao uliomuunda, mtandao unaoanzia katika chama chake na kujieneza katika vyombo vyenye ushawishi katika jamii kama asasi zisizo za kiserikali, vyombo vya habari, vyuo vikuu, na hata madhehebu ya dini. Mtandao ukifarakana ndio mwisho wa umasiha! Tumeyashuhudia hayo walau katika vyama viwili.
Sina hakika kama ‘masiha wa Mwl. Lwaitama’ atafika 2015 akiwa na umaarufu aliokuwa nao 2010. Historia ya vyama vingi Tanzania inatuonyesha kuwa umaarufu wa masiha ni katika uchaguzi mmoja tu.
Dastan, nadhani hiki ndicho unachokihitaji: Sharti ‘tumvue nguo’ huyo masiha na kuonyesha ngozi yake halisi. Je, na sisi wanazuoni tutakuwa kama timazi [‘pendulum’] tukipanda na kushuka na masiha? Yaani, masiha akiwa mashuhuri nasi tunapanda nae na kumnadi, akishuka nasi tunashuka nae, akijisikia kuhama chama nasi tuhame nae, akifa kisiasa nasi tufe nae; kisha akiibuka mwingine nasi tuibuke nae? Halafu muda wote huo tukiwalisha matumaini wanyonge kuwa ‘huyu ndiye atakayewafikisha katika nchi ya ahadi’?
"Afande Chacha alimsogelea [Sifuni], na sasa alikuwa akisema kwa sauti ya chini, "Sasa hizi taabu ulizozipata siku zote hizi za nini. Mimi nilikwambia siku nyingi kwamba ningeongea na Afande Kongoro awe anakupa kazi rahisi, lakini wewe umeendelea kuringa. Unaona sasa?" Baada ya kutopata jibu, aliendelea, "Nafasi yako ya mwisho, sivyo nitahakikisha kwamba unapohama wiki ijayo utapelekwa Kambi la Nachingwea kwenye nyoka wengi ukafe huko! Unasikia?" Sasa alikuwa amemsogelea, akijaribu kumshika, lakini kabla hajafanya hivyo, yule msichana alipiga ukelele mkali uliopasua anga na kusikika mbali...Pale ndani kulikuwa na mayai yamevunjika, matrei yametawanyika kama vile yametupwa. Afande Chacha alikuwa amesimama, kamnyooshea kidole cha kumkemea Sifuni, huku akiwa amejawa na hasira. "Unaona hasara unayolitia taifa hili? Unaona?" alipayuka kwa nguvu. Kisha aliwageukia maafande wenzake waliokuwa wamefika na kusema kwa sauti ya hasira, "Nimemkuta huyu msichana hapa akimeza mayai kama kenge! Nilipoingia alitaka kukimbia, badala yake akaangusha matrei ya mayai!" "Mwongo! Mwongo huyu!" yule msichana alipiga kelele huku akilia kwa nguvu. "Alitaka kuni..." (Chachage Seithy L. Chachage, Makuwadi wa Soko Huria, ukurasa wa 74 - 75)

Kwa kweli sikutaka kufanya kazi pale Mess lakini tulichaguliwa special na Matron, mimi kwa vile niijua kupika vyakula mbalimbali hasa za kizungu. Lakini uzuri wa hiyo kazi ni kuwa uanambulia mabaki ya vyakula (leftovers), na mara nyingine kulikuwa hakuna. Basi huyo Afande alikaa kambini wiki kadhaa. Katika kumhudumia tukawa tunaongea na mimi nikawa namheshimu kama kaka vile. Wala sikusikia mapenzi yoyote kwake. Basi jioni fulani, kanialika chumbani kwake kunywa soda na biskuti na kwa Maongezi zaidi. Sasa kama ulienda jeshi unajua njaa kali unayokuwa nayo. Nikaenda, kanikaribisha vizuri, nilipewa soda na tukawa tunaongea. Basi nikaona mwenzangu anabadilika ghafla! Mara ananikumbatia kwa nguvu, na kunibusu na mengine. Nikajaribu kuaga lakini jamaa hakuniachia. Baada ya ku-plead naye aniachie, kaniachia. Kaomba msamaha na kaniomba niendelee kukaa nimalize hizo soda alizoninulia. Kama mjinga nikamwamini, nikakaa nakunywa hizo soda. Tukaendelea na Maongezi, kukaa kidogo huyo kanirukia, najaribu kusimama huyo, kanivuta na kuniangusha kitandani! Mimi saa hizo nikawa naogopa kabisa nia yake!Kaniambia eti, “ukipiga makelele najua nitasema nini! Nyamaza! Huna sababu ya kunikatalia!” LOH! Kanizaba kibao! Nikamwuliza kwa nini anaifanyia hivyo, na mimi nilikuwa namwona kama kaka yangu!Hapo sasa ikaniingia. Nabakwa! Loh!" Nilimpiga mangumi na mateke lakini..." For two weeks now one has greeted by the
sad spectacle of news of one of the most abominable human rights violations to
have ever taken place in the entire history of Tanzania. This is the abduction
and horrible torture of the leader of the current doctors’ strike, Dr. Ulimboka
Stephen. The plucking of Dr. Ulimboka’s
teeth and finger nails without applying anaesthesia and the alleged smashing of
his private parts is particularly horrendous.
Dr. Ulimboka told fellow doctors when he
briefly gained a measure of full consciousness at the Muhimbili Orthopaedics
Institute (MOI), several hours after the terrible night-long ordeal. Dr. Ulimboka has claimed that the heavily armed people who abducted and inhumanely tortured
him and left him for dead in the Pande forest in Mabwepande village, on the
outskirts of the Dar es Salaam Region, kept asking him to agree to corroborate
the allegation that the doctors’ strike was a political scheme instigated by
Chadema.
It is in this case curious that there
have been reports emanating from the current session of the Tanzania Parliament
to the effect that Parliamentarians hailing from the ruling party CCM have been
arguing that the doctors’ strike is a result of evil machinations by the main
opposition party Chadema. The CCM Parliamentarians
who have been pushing this Chadema spin on the reasons for the devastating doctors’
strike happen to be, among others, the National Treasurer of CCM and a member
of its Central Committee and a Regional Commissioner who is a recent appointee
of the incumbent CCM Presidency.
The CCM Parliamentarians claim that the
doctors’ strike has not arisen because doctors have genuine employment related
grievances but that rather the strike has been instigated by the main
opposition party Chadema bent on making the country ungovernable. Even Prime Minister, in answering a question
in Parliament fielded by another CCM Parliamentarian, agreed that the
government has “heard” about the allegation that the doctors’ strike may have
been a result of political scheming. The Prime Minister, however, was
circumspect, telling Parliament that the government has directed relevant
government investigative organs to look into the matter and report back on the
validity of the allegations.
It is not clear whether indeed the
government investigative organs have already reported back to the government on
whether there existed empirical evidence to support a Chadema role in the
staging of the doctors’ strike. It is in this case not inconceivable that the
abduction and torture of Dr. Ulimboka may have been part of efforts by
individuals in the government investigative organs who may have been
overzealous in wanting to establish such empirical evidence to support a
Chadema spin on the doctors’ strike. These are the individuals in the
government investigative organs, who may happen to be covert CCM enthusiasts, may
perhaps be the “sources” who have been supplying bits of leaks to CCM
Parliamentarians who are making these curious outbursts in Parliament meant to
sustain a Chadema spin on the doctors’ strike.
It is to the credit of the spin doctors
who assisted President Jakaya Kikwete in
putting together his traditional end of the month speech for June released last Sunday night that
that Presidential speech stayed
clear of any reference to the Chadema spin on the reasons for what is deemed by
government, as well as overzealously partisan CCM Parliamentarians like
Honourable Mwigulu Nchemba and Honourable Stella Manyanya, as the doctors’
continued refusal to accept government terms in the negotiations with the doctors
right up to when they decided to stage the strike.
Listening to the President’s speech one
was given to feel that the public was being encouraged to believe that the doctors
were for some unknown reason not being appreciative of what the government has
so far been able to do in improving the lot of the doctors and matters in
general in the health sector. The
situation is thus confusing. Since Dr. Ulimboka is said to have mentioned names
of senior police officials who he alleged to have participated in his torture,
it would be wise if President Kikwete, who is the CCM national Chairman,
instituted an independent inquiry in to the abduction and torture of Dr.
Ulimboka. Such an inquiry is urgent
especially considering that CCM Parliamentarians have sought to offer a Chadema
spin on the reasons for the doctors’ strike. The public needs to be reassured
that the incumbent CCM-led government does not tolerate the existence in the government
investigative machinery rogue elements whose attitude towards their
professional intelligence gathering work does not rule out use of torture and
the committing of crimes against humanity in the name of preserving public
order. The inquiry could only be seen as
independent if it is at least led by an independent minded retired judge.
