"Perhaps we should remember that the ultimate aim for some of us was to unite the countries of East Africa into One Country. And when Tanganyika and Zanzibar united, Kenya, Uganda and Tanganyika were still discussing the possibility of uniting together. If they had succeeded, I am quite sure that the new country thus created would have been a Federation; either a Federation of Three Countries with Four Governments, or Five Countries with Five Governments. In fact, if tomorrow the East African countries, including Tanzania, decided to unite, I believe it would be easier to incorporate a Tanzania with Two Governments - one of Tanganyika and another of Zanzibar - than a Tanzania with Two Governments, one of Zanzibar and another of Tanzania.
